The site is far more than a charity shop, providing accommodation, employment opportunities, meals and support for people who have experienced homelessness. As part of their ongoing commitment to maintaining a safe environment for residents, staff, volunteers and visitors, Emmaus Mossley required an up-to-date asbestos management survey. The survey was also needed to support a planned grant application for a new roof project, ensuring the charity had a clear understanding of any asbestos-containing materials present within the building.

The Client's Challenge
Emmaus Mossley operates from a large former mill building that accommodates a charity shop, café, workshops, warehouse facilities, offices and residential accommodation for people rebuilding their lives after homelessness.
To comply with their legal obligations under the Control of Asbestos Regulations 2012 and support a forthcoming grant application for roof improvements, the charity required a detailed asbestos management survey across the entire site.
The survey also needed to be completed whilst the building remained fully operational. Residents continued living on site, customers visited the charity shop and café throughout the day, and staff and volunteers continued their normal duties. Access to residential rooms required careful coordination with management and occupants to ensure privacy and minimise disruption.
Our Approach
We carried out a comprehensive asbestos management survey across approximately 550m² of accessible areas throughout the building. Working closely with the site manager, we coordinated access to residential accommodation, commercial areas and communal facilities whilst ensuring the charity could continue operating normally.
The survey identified a number of low-risk asbestos-containing materials within the property, including floor tiles, asbestos insulating board panels, rope seals and asbestos cement downpipes. All identified materials were assessed for condition, accessibility and risk before being recorded within a detailed asbestos register.
Importantly, no high-risk or medium-risk asbestos-containing materials were identified during the survey, allowing the charity to continue safely occupying and operating the premises whilst implementing a suitable asbestos management plan.
A comprehensive report, asbestos register and management recommendations were subsequently provided to support both compliance requirements and future funding applications.

Positive Outcome
The survey provided Emmaus Mossley with a complete asbestos register and management recommendations, allowing the charity to demonstrate compliance with its legal duty to manage asbestos.
The findings also provided important information to support future roof improvement works and associated grant funding applications. As all identified asbestos-containing materials were assessed as low risk and suitable for management in situ, there was no immediate requirement for costly removal works.
Most importantly, the charity gained confidence that residents, staff, volunteers and visitors could continue using the building safely whilst any identified asbestos-containing materials were managed through an appropriate asbestos management plan.
